The Expert Panel comprises leading Disabled People’s Organisations (DPOs), charities and access and inclusion specialists who each focus specifically on transport. The panel brings insights, knowledge and specialisms to inform ncat’s work.
The Expert Panel will be fully established in the summer of 2025, after which the members will be profiled here, and it will connect with the consortium members and the ncat board, to ensure that the voice of Disabled Peoples Organisations is heard and can influence decision making in regard to research priorities for ncat.
The Expert Panel is an important part of ncat, representing the views of organisations and helping to avoid duplication of activity in ncat, but at the same time identifying ways where we can work together to amplify our shared ambitions.

Phil Barham
The Access Association Representative
Phil brings a wealth of experience to ncat’s Expert Panel having worked as a consultant in accessible transport for over 30 years. He is currently working as a consultant with the Independent Transport Commission on the Social and Distributional impact of the roll-out of electric vehicles (EV).

Helen Dolphin
Independent
Awarded an MBE in 2015 for her campaigning work on behalf of disabled motorists. An accomplished and experienced Disability expert, Helen currently works as a Senior Programme Manager for Network Rail.

Agnes Fletcher
Independent EDI advisor, consultant and trainer
With 18+ years as an Equality, Diversity, and Inclusion (EDI) advisor and consultant, Agnes is a trusted voice in equality law and governance. She has joined the Expert Panel to support ncat’s leadership to facilitate systemic change.

Vivienne Francis
Disability Charities Consortium
Named in Marketing Week’s top 100 most efficient marketing practitioners in the UK, in 2019, in recognition of an ability to set strategy, reposition organisations, create integrated approaches, deliver award-winning campaigns and dramatically increase engagement. Vivienne currently works as Chief Social Change Officer at the RNIB and will supply comms insights on the Expert Panel.

Robert Gravelle
Independent
With a background in design Robert has been a consultant advisor on inclusion and accessibility for over 20 years. He currently works for Transport for Wales as a Multi-Modal and Inclusion Manager leading the delivery of inclusion initiatives across the transport infrastructure nationally.

David Hunter
Independent
David specialises in making streets and transport services inclusive and accessible. He began his career working to make transport more accessible as the first Director of what is now Transport for All before working in the field in Edinburgh. These days he works as a consultant as Not for Profit Planning.

Angela Hutchison
Independent
Angela has worked at the Northern Ireland Mobility Centre for over 20 years. The Centre is dedicated to helping people maintain safe, confident, and independent driving for as long as possible. They champion mobility, autonomy, and dignity—especially for older adults, people with disabilities and those facing barriers to continued driving.

Lisa Jones
COO Motability Foundation
Lisa has spent over twenty years working for Motability Foundations, one of the largest charitable foundations in the UK – working with Government, industry and the not-for-profit sector to tackle the transport challenges faced by disabled people and champion accessible transport for all.

James Lee
Independent
James has been recognised by both the Shaw Trust Disability Power 100 and the Diversity Power List as one of the most influential disabled people in the UK. He is currently at Publica as Director of Access and Inclusion working on furthering its Campaign for Inclusive Cities.

Kamran Mallick
CEO Disability Rights UK
Kamran sat on the Independent Disability Advisory group for Transport for London and is a member of the Gatwick Airport Independent Disability Advisory Group. He is also the Chair of the Board for Wheels for Wellbeing and board member of the Lloyds Bank Foundation, in addition to his role as CEO of Disability Rights UK since 2017.

Emma Vogelmann
CEO Transport for All
Emma has recently taken up the role as Co-CEO of Transport For All after holding leadership roles in policy and research at the charity. Prior to this Emma worked for Scope and Muscular Dystrophy UK. She also writes and podcasts as The Wheelchair Activist.
